You may not have a problem with your effluent. You may be using the wrong species for your toxicity testing. If your facilities are located in a naturally low hardness area, you have the option to use an alternative species such as Daphnia ambigua. This species is adapted to South Carolina and North Carolina low hardness water and we are successfully using this species for NPDES permit monitoring.
